XNA is a much easier framework that uses a lot of DirectX internally but overall makes the process simpler. If you are not too familiar with game programming I suggest starting with XNA, in the end DirectX will be faster but it has a much much higher learning curve.
XNA is for both personal AND commercial use, just like DirectX. You can use it to write Windows, Windows Mobile, and XBox 360 games, Microsoft even provides a marketplace to sell games you create with XNA, this is called the game creator's club.
